AND CONDITIONS APPLICABLE TO SPRINGLAKES"
AND
"DECLARATION OF COVENANTS AND RESTRICTIONS ESTABLISHING AND PROVIDING FOR SPRINGLAKES COMMUNITY ASSOCIATION, INC."

  1. THIS SUMMARY IS PUBLISHED TO NOTIFY ALL PROPERTY OWNERS WITHIN SPRINGLAKES SUBDIVISION OF:
  1. THE EXISTENCE OF THESE COVENANTS AND RESTRICTIONS AND OBLIGATIONS
  2. THE AREAS WHERE COMMON QUESTIONS ARISE CONCERNING THESE DOCUMENTS
  3. THE LOCATION WHERE THESE DOCUMENTS ARE RECORDED.
  1. COVENANTS, RESTRICTIONS, AND AFFIRMATIVE OBLIGATIONS APPLICABLE TO SPRINGLAKES:
    1. IT SHALL BE THE RESPONSIBILITY OF EACH OWNER TO PREVENT THE DEVELOPMENT OF ANY UNCLEAN, UNSIGHTLY, OR UNKEPT CONDITIONS OF GROUNDS OR BUILDING.
    2. NO BUILDING, FENCE OR OTHER STRUCTURE SHALL BE ERECTED. PLACED OR ALTERED NOR SHALL A BUILDING PERMIT FOR SUCH IMPROVEMENT BE APPLIED FOR ON ANY PROPERTY IN SPRINGLAKES UNTIL THE PROPOSED BUILDING PLANS AND SPECIFICATIONS HAVE BEEN FILED WITH AND APPROVED IN WRITING BY SPRINGLAKES COMMUNITY ASSOCIATION.
    3. PRIOR TO THE COMMENCEMENT OF CONSTRUCTION OF IMPROVEMENTS ON THE PROPERTY, A BUILDING CERTIFICATE MUST BE OBTAINED FROM THE COMPANY AND PRIOR TO OCCUPANCY OF ANY DWELLING UNIT CONSTRUCTED ON THE PROPERTY, A CERTIFICATE OF OCCUPANCY MUST BE OBTAINED FROM THE COMPANY OR ITS ASSIGNS. A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNLESS THE IMPROVEMENTS ON THE PROPERTY SUBSTANTIALLY CONFORM TO THE PLANS AS FILED.
    4. NO OUTSIDE BURNING OF WOOD, LEAVES, TRASH, GARBAGE OR OTHER REFUSE SHALL BE PERMITTED ON ANY PORTION OF PROPERTY.
    5. NO ANIMALS, LIVESTOCK OR POULTRY OF ANY KIND EXCEPT DOGS, CATS AND NORMAL HOUSEHOLD PETS WILL BE KEPT IN SPRINGLAKES. AT ALL TIMES WHEN PETS ARE OUTSIDE OF AN ENCLOSURE, THEY WILL BE ON A LEASH, OR UNDER THE CONTROL OF A RESPONSIBLE PERSON AND OBEDIENT TO THE PERSON’S COMMAND.
    6. NO MOBILE HOME, TENT, BARN OR OTHER SIMILAR OUTBUILDING SHALL BE PLACED ON ANY LOT.
    7. CAMPERS, BUSES, BOATS, BOAT TRAILERS, MOTORCYCLES, OR OTHER TYPE VEHICLE USED EXCLUSIVELY FOR RECREATIONAL PURPOSES MAY BE PARKED OR MAINTAINED ON LOTS PROVIDING THEY ARE IN AN APPROVED SCREENED AREA WHERE THEY ARE NOT GENERALLY SEEN FROM STREETS AND ROADS RUNNING THROUGH SPRINGLAKES.
    8. EACH PROPERTY OWNER WILL PROVIDE AN APPROVED SCREENED AREA WHERE UNSIGHTLY OBJECTS SUCH AS GARBAGE RECEPTACLES, UTILITY METERS, AIR CONDITIONING UNITS, CLOTHES LINES, ETC. WILL BE KEPT SO THEY WILL NOT BE SEEN FROM THE ROADWAY OR ADJACENT PROPERTY.
    9. HIGH-GROWING SHRUBS AND TREES WILL NOT BE LOCATED IN A MANNER THAT WILL CONSTITUTE A SAFETY HAZARD.
    10. NO DOCKS, FLOATS, BOATHOUSES, OR OTHER STRUCTURES SHALL BE BUILT ON THE LAKE.
    11. NO MOTOR BOATS, EXCEPT THOSE WITH SMALL ELECTRIC TROLLING MOTORS WHICH OPERATE SILENTLY, SHALL BE PERMITTED ON THE LAKE.
    12. NO BUILDING OR STRUCTURE SHALL BE CONSTRUCTED PRIOR TO CONSTRUCTION OF THE MAIN DWELLING ON ANY LOT.
    13. THE EXTERIOR OF ALL HOUSES AND OTHER STRUCTURES MUST BE COMPLETED WITHIN ONE YEAR AFTER COMMENCING CONSTRUCTION.
    14. NO TELEVISION ANTENNA, RADIO RECEIVER, OR SENDER, OR SIMILAR DEVICES WILL BE INSTALLED IN SPRINGLAKES.
    15. NO MAILBOX STAND SHALL BE ERECTED OR INSTALLED ON ANY LOT IN SPRINGLAKES UNLESS IT SHALL HAVE RECEIVED THE PRIOR WRITTEN APPROVAL OF THE ASSOCIATION.
    16. NO CHAIN LINK FENCE SHALL BE ERECTED OR INSTALLED ON ANY LOT IN SPRINGLAKES WITHOUT FIRST RECEIVING PRIOR WRITTEN APPROVAL.
    17. THESE COVENANTS RUN IN PERPETUITY.
    18. EVERY PROPERTY OWNER SHALL BE A MEMBER OF THE ASSOCIATION.
    19. NO SIGNS SHALL BE ERECTED ON ANY PORTION OF THE PROPERTY EXCEPT WITH THE WRITTEN PERMISSION OF THE ASSOCIATION OR AS MAY BE REQUIRED BY LEGAL PROCEEDINGS.
    20. RESIDENTIAL PROPERTY IDENTIFICATION SIGNS NOT EXCEEDING MORE THAN ONE SQUARE FOOT, SIGNS NOT MORE THAN FIVE SQUARE FEET ADVERTISING THE PROPERTY FOR SALE OR RENT, OR SIGNS USED BY A CONTRACTOR DURING CONSTRUCTION OR DURING THE SALES PERIOD ARE EXCLUDED FROM THIS RESTRICTION.
    21. EFFECT OF NON-PAYMENT OF ASSESSMENT: THE PERSONAL OBLIGATION OF THE OWNER; THE LIEN; REMEDIES OF THE ASSOCIATION. IF THE REGULAR ANNUAL ASSESSMENT OR ANY SPECIAL ASSESSMENT IS NOT PAID ON OR BEFORE PAST-DUE DATE WHICH SHALL BE ESTABLISHED BY THE BOARD OF DIRECTORS, THEN SUCH ASSESSMENT SHALL BECOME DELINQUENT AND SHALL (TOGETHER WITH INTEREST THEREON AT THE MAXIMUM ANNUAL RATE PERMITTED BY LAW FROM THE PAST-DUE DATE AND COST OF COLLECTION THEREOF AS HEREINAFTER PROVIDED) BECOME A CHARGE AND CONTINUING LIEN ON THE LAND AND ALL IMPROVEMENTS THEREON.
    22. SWIMMING POOLS – PRIOR WRITTEN APPROVAL MUST BE RECEIVED PRIOR TO PLACEMENT ON ANY LOT WITHIN SPRINGLAKES.
    23. SATELLITE DISHES – PRIOR WRITTEN APPROVAL MUST BE RECEIVED PRIOR TO PLACEMENT ON ANY LOT WITHIN SPRINGLAKES.

PET OWNERS
The Springlakes Covenants and Columbia County’s leash law require that dogs and cats not be allowed to roam freely. They must be on your property and under your control, or on a leash when off your property.
