CLUBHOUSE RENOVATION “YOUR VOTE COUNTS”
A very special thank you to those present for the called
Association meeting April 24th at the clubhouse. The purpose of the
meeting was to vote for or against selling property Springlakes owns
and using the sale proceeds to renovate or replace the clubhouse.
Article III, section 5 of the Declaration of Covenants and
Restrictions of Springlakes Community Association requires an
affirmative vote of ¾ of the votes cast subject to the quorum
requirements to approve the sale of the property. Unfortunately at the
appointed time of the meeting there was not a quorum present. Several
of those attending made telephone calls and after a 30 minute delay
there were enough residents present to exceed the required quorum of
35.
Following a discussion, a vote was held by show of hands. The
result was a mathematical tie based on the requirement of this
3/4 “yes “ vote. The vote count was not precise and people left
while the results were being calculated and there were a few
proxy votes that were questionable. This situation was reviewed
with the Springlakes attorney, and he suggested a new vote be
held. Current plans are to conduct a new vote as specified by
the Declaration referenced above, in the very near future. All
homeowners in Springlakes will receive notification of the vote
as they did for the April 24th vote. Please show your interest
in this major decision that will be made by becoming
knowledgeable about the proposal and attending the meeting.
This committee, acting at the request of the Board, had
sought bids to renovate our aging clubhouse. This process and
the resulting bids indicate that we should also explore the
possibility and cost of building a new clubhouse rather than
renovating the current one. The Board of Directors has now asked
and authorized the Clubhouse Committee to explore this option
and report back to the Board. That process is currently moving
forward.
The goal of the committee and the Board is to begin
renovation/construction in September. However there are several
obstacles to overcome between now and then, but it is certainly
feasible. Rental of the clubhouse will be available at least
through Labor Day.

ASSOCIATION MANAGER’S ANNOTATIONS

looking for nominees for “Today’s Home” in The Augusta
Chronicle. It’s a chance for homeowners to show off their home
and talk a bit about how they’ve decorated and what their home

Let’s be model citizens for the rest of our county. Water
restrictions are still in effect in Columbia County. Please make
sure you water your lawn using the following County guidelines:
· Even-numbered addresses (those ending in 0, 2, 4, 6, and 8) may
use water outdoors on · Tuesdays, Thursdays, and Saturdays
ONLY between the hours of 12:00 AM (Midnight) -10:00 AM;
· Odd-numbered addresses (those ending in 1, 3, 5, 7, and 9) may
use water outdoors on Wednesdays, Fridays, and Sundays ONLY
between the hours of 12:00 AM (Midnight) -10:00 AM; and
· Outdoor water use is prohibited on Mondays.
The Association phone line has received calls from residents
wanting to remind everyone that with warm weather upon us, we
tend to spend more time outside walking our pets. PLEASE BE
COURTEOUS to other residents by not allowing your pets to
deposit on other residents’ lawns. Please also bring bags to
pick up your pets’ accidental droppings. There are many
residents in this neighborhood who spend hours working in their
yard trying to keep them beautiful and would like to be the only
ones fertilizing their yard.

The Springlakes Association Board Members elected to serve for

The board meets at least quarterly and is interested in addressing

Association at PO Box 211112, Martinez, GA 30917. An agenda is
prepared prior to each meeting; please give members adequate
time to research and study items to be discussed.
SPRINGLAKES WINE TASTERS
The next Springlakes Wine Tasting will be in the Fall. If you are
not on the wine tasting mailing list and would like to be, just

706-793-8805. Remember, this event is not just for Springlakes
residents so please invite your friends.
SPRINGLAKES SWIM TEAM
The Springlakes Swim Team represents our neighborhood in local
swim meets and the cost to participate is mostly borne by
members of the team and their parents. The Association has
offered an opportunity for residents who wish to advertise their
business in this publication a way to help support the Swim Team
as well. For a minimal charge a business card can be duplicated
in the newsletter. Contact Marianne Petras at 706 855-5838 for
more details.

YOUR SPRINGLAKES ASSOCIATION AT WORK
You might enjoy knowing what your association has done and is
doing for the neighborhood. If you would like to help on any of
these committees, please call the chairperson.
COVENANTS
Where has the time gone? It was just yesterday that everyone
was planning for the Master’s and now months have passed. Wow!
We had several folks in for that week and all commented about,
“What a beautiful and quiet neighborhood we have.” They were
impressed. That should be a compliment to each and every one of
us. We do have a great neighborhood; we can all be proud of.
This, however, doesn’t happen without hard work from all of us.
Please be aware of your driveway appearance, as that may be the
first impression people see. Don’t allow garbage receptacles,
gas stoves, or whatever else to build up in your driveway. Take
a moment and reposition them so that they are not visible from
the street. What a difference this will make!
Additionally, you may have noticed, an outbreak of advertising
signs throughout the neighborhood. These signs, with the
exception of residential/real estate signs, are not permitted.
If you have concerns, please call me to discuss. Sometimes the
Committee can make special arrangements for signs that are
present for a short term.
Now that summer is almost here, you may want to do some home
improvements. Don’t forget to include the Covenants Committee
in your planning process. Remember this simple rule: If your
project will alter and/or change the exterior appearance of your
property in any way, then you need to get prior written approval
from the Committee. If you are not sure you need prior
approval, then call, so that we can discuss.

have a beautiful neighborhood. All of us should be proud to have
people drive through or want to live and raise a family here. It
really takes all of our efforts to help maintain the standards

GROUNDS/ IMPROVEMENTS COMMITTEE
Gas prices are affecting costs of grounds maintenance. We are
working with the vendor to control costs as much as possible.
We have had some trees removed near the pool and on Sandalwood
. If you notice anything that is a Grounds issue, please let us
know.

Music, Dinner, Canoes, and FUN!!!!

This annual affair is an EAT IN opportunity for neighbors to get
together for a meal and to meet each other. It is not intended
that homeowners take food home, so plan to come and enjoy the evening. More details will follow.

WELCOME COMMITTEE
Continue to call Brenda when you notice new neighbors—moving vans are
a big clue. She and her committee will make a visit and take the new
residents a directory and officially welcome them to Springlakes. We
are noticing that several of the homeowner changes have not been
published in the newspaper and we’re just stumbling across them,
sometimes months later. We want to be proactive and greet new
residents; not apologize months later for them slipping through the
cracks.
Realtors who sell homes in the subdivision are supposed to supply new
homeowners with a copy of the neighborhood covenants, but should that
not have occurred, a brief overview is in the directory. Thanks.

TENNIS COMMITTEE
Ron Renn has graciously volunteered to head up the Tennis Committee in
our neighborhood. You can reach him at

new lock was recently replaced on the courts. The same key works but
you will no longer be able to unlock the lock from the inside. Once
the door is closed, the only way you can come back into the tennis
courts is with a key. Please contact Ron if you need a key or call
the association phone number.

LAKE COMMITTEE
Lake Report May, 2008
Summer’s sneaking up on us and it is starting to get hot!? Well, we
had a good spring and our lake has benefited from the rain we have
been having. The early moderate warm weather appears to have changed
the bass’ nesting schedule. They were not where they have been in the
past – or maybe I spent too much of Masters’ Week in front of the TV
and not where I should have been when they were where they were.
(Kids, don’t try to diagram that sentence!) However, the spring fish
hatch appears to have been successful. I see a lot of small bass
swimming in the shallows along with a slew of small blue gills
(otherwise known as bass food). It looks like the summer and fall
fishing should be great. Don’t forget the 14 inch minimum size on
bass. All over 14 inches are keepers.
Oh, by the way—whenever you use the ramp at the park, please secure
the gate. It has been found unlocked several times lately, and kids
have been using it as a swing. We will be adding some more grass carp
to the lake to keep down unwanted weeds. These precious little
creatures are $9.00 each. Should you catch one, please release it
unharmed back into the lake. Thanks!
Oh, yes, we will have the canoes out again for our annual summer
picnic. If you haven’t had a chance to be out on the lake and enjoy
the water in the summer, come on out. It’s not only for kids and
fishermen. Until then, I’ll see you on the water.
